There was a problem with permissions for some reason. Everything was set correctly so technically it should have worked but it’s Microsoft.

I had to delete all unique permissions on the Sales folder and re-add all groups basically force it to inherit permissions from parent and then do modifications to permissions by stopping inheritance

for sales and its children folders. Whoever this folder was shared with, won't have access.

I tested it with Carol’s user that is part of the same group as Edgar and voila! The key is, when you have Edit rights and you don’t see new, upload, sync, share, more buttons, there is something wrong.

Error when drag and dropping upload. File was very small, 293 bytes.

NOTE: There is a need to differentiate when setting permissions at the folder level and site level.

For folder level go through and Shared with and ADVANCED

For site level go through Shared with and ADVANCED, or Site settings and Site permissions.
