Go to the web server, open IIS 6.0 Manager.

Expand AZWEBSERVER01 (local computer), right click on [SMTP Virtual Server #1] and click Start.

For some reason, after complete server restart, the SMTP virtual server does not start itself. As a result, it has to be done manually.
